Overview: Seventeen years have passed since a strategic plan was developed for District 97. The passage of time, changes in education policy and practice, and a natural turnover in the residents of Oak Park and district administration and faculty require the District 97 Board of Education to engage in a strategic planning process. The Board wishes to obtain broad stakeholder input for the steering committee of the strategic planning process as it works to define a vision, mission, and strategic priorities.

The Board also continues to develop budgets in the context of increasing structural deficits. As the Board continues to have to make critical budgetary decisions, it needs to take steps to make sure that it develops a broad understanding of the programmatic priorities of its constituents.

To achieve the above objectives, the Board is seeking volunteers with expertise in focus group facilitation and survey development and administration to participate as members of a Community Input Team (CIT).

Purpose: The Community Input Team will perform specific targeted outreach to assure a broad and adequate sampling of District 97 stakeholders to be engaged in focus group sessions and in a community survey that will provide the Strategic Planning Steering Committee, the Board, and the administration with meaningful information about the aspirations, beliefs, and concerns of District 97 constituents.

Charge:

The CIT will:

1.      Draft standardized questions for focus groups.

2.      Advertise and schedule focus group sessions during the month of September.

3.      Conduct 10-12 focus groups and provide summaries of each focus group session for the Steering Committee, administration and Board

4.      Develop a survey instrument focusing on identifying programmatic and budgetary priorities to be completed by residents of Oak Park who do not have children in District 97, as well as parents of District 97 students and faculty, staff and administrators of District 97.

5.      Establish parameters for ensuring an adequate and random sampling of District 97 constituents.

6.      Develop strategies and mechanisms to distribute and collect the survey.

7.      Summarize data obtained from the survey and make it available to the Steering Committee, the administration and the Board.

Composition

The Community Input Team will be composed of residents of Oak Park who have expertise in focus group facilitation or survey development and administration.

The CIT will be led by a volunteer chairperson and supported by board and district liaisons.

Notice of Strategic Plan Input Network Formation

Public notice will be provided to the broader Oak Park community through appropriate media outlets and through District listservs and other outlets.
